To me,
I find it ridiculous.
Clothes are hardly a factor in rape happening.
I have seen Muslim girls, coverd up from HEAD to TOE, and STILL end up getting raped.
Grandmothers get raped.
Yes, grandmothers, no kidding.
Young children, the youngest being a MONTH old, being sexually molested.
All these are true.

So is it really about sexual appeal?

Fat, thin, tall, plain, ugly.

It's more a matter of oppurtunity, yes?
